Noelle Low, Partner in our Real Estate Practice Group, delivered a presentation on “Structuring Success: Navigating Legal and Commercial Challenges in Affordable Housing Deals”. Drawing from HHQ’s experience in advising on major developments — including Malaysia’s largest Rumah Bakat Baru MADANI project valued at an estimated RM13 billion in gross development value (GDV) — Noelle provided actionable insights into:

• • Mitigating stakeholder and regulatory risks to ensure project viability.

Lum Man Chan, Partner in our Dispute Resolution Practice Group, spoke on “Strategic Use of Schemes of Arrangement and Pre-Pack Schemes”. In particular, Man Chan shared practical insights from his recent achievement — obtaining Malaysia’s first court-sanctioned pre-pack scheme under the newly amended Companies (Amendment) Act 2024. His session focused on:

• • Strategies to preserve enterprise value and avoid liquidation;
• • Practical case studies and lessons learned for affordable housing developers.

This conference offered a valuable platform for developers, financiers, regulators, and advisors to exchange knowledge on advancing the affordable housing agenda while managing evolving legal and regulatory challenges.
