Li Fei is well versed with Housing Development (Control and Licensing) Act 1966, Strata Management Act 2013 and Strata Titles Act 1985. She has been actively involved in advising developers from the initial stage of project development to post delivery of vacant possession which ranges from submission and amendments of schedule of parcel, amendments of building plans, up to formation of joint management body and management corporation. For her vast knowledge in housing laws, Li Fei is regularly invited by developers to provide talks on updates and current issues on housing development and strata
management.

Li Fei is also the pioneer in holding virtual and physical annual general meeting for developers and joint management body. She has also involved herself in drafting corporate agreements and corporate exercise including due diligence for companies and assets.

In the banking and finance practice, Li Fei advises financial institutions on compliance matters and drawdown of financing facilities including housing and corporate loans.

EXPERIENCE:

  • Entrusted by Real Estate and Housing Developers’ Association Malaysia (REHDA) as one of the task force committee members to discuss with respective stakeholders on the proposed amendments to Housing Development (Control and Licensing) Act 1966, Strata Management Act 2013 and proposed Commercial Residence Act. 
  • Acted for a well-known property developer on the bulk purchase of a housing development comprising of residential properties located in the fast-growing satellite town of Bangsar South, Kuala Lumpur. 
  • Advised a housing developer on the township development in Forest City, Johore within 1,817 hectares land on matters including but not limited to advising on the contract or subcontract work, matters relating to the Government and Quasi Government Authority, Housing Development (Control and Licensing) Act 1966, Strata Management Act 2013 and Strata Titles Act 1985 on retainer basis. 
  • Advised and reviewed an agreement in relation to fibre and network infrastructure between housing developer and Telekom Malaysia Berhad for a phased development.
  • Advised one of the top 10 developers on the computation of share units and rate of maintenance charge for a mixed development in KL City Centre.
  • Holding virtual and physical annual general meeting for developers and joint management body.
